As a township develops they often order a ground level vertipad or GLV, these allow heavier aircraft (up to 15 tons) to land without concerns about bogging and ground displacement.  This allows better transport of heavier goods by faster craft rather than relying on land train convoys taking days and weeks.  Once a settlement has a GLV they will normally invest in a light transport flyer to help with the procurement and transport of vital goods and to use in emergencies.
